The grounded service conductor shall be connected to the grounding electrode system as required by 250.24.
The main bonding jumper shall connect the grounded conductor to the service disconnect enclosure and equipment grounding provisions as required.
A grounded conductor shall not normally be connected to non-current-carrying metal parts on the load side of the service disconnecting means except where specifically permitted.

Downstream neutral-ground bonds can put normal return current on metal paths.
